We have received your request to continue and comprehensively promote the comprehensive pilot program for expanding the opening up of the service industry in Beijing. The approval is as follows:

1、 Agree to continue and comprehensively promote the comprehensive pilot program of expanding and opening up the service industry in Beijing, with a period of 3 years from the date of approval. We agree in principle to the "Comprehensive Pilot Work Plan for Promoting the Expansion and Opening up of the Beijing Service Industry" (hereinafter referred to as the "Work Plan"), and please carefully organize and implement it.

  Expand high-level opening up. We should base ourselves on the strategic positioning of the capital city, continue to promote the reform of "streamlining management and serving", serve the coordinated development of Beijing Tianjin Hebei, and promote a higher level of opening up of the service industry to the outside world, create an international first-class business environment, and make contributions to promoting comprehensive opening up to the outside world.

3、 The Beijing Municipal People's Government should strengthen the organizational leadership for the implementation of the Work Plan, carefully organize and boldly practice under the premise of controllable risks, and obtain more replicable and promotable experiences in expanding the opening up of the service industry to the outside world and building a new open economy system.

4、 The relevant departments of the State Council should, in accordance with their respective responsibilities, actively support Beijing in comprehensively promoting the comprehensive pilot of expanding the opening up of the service industry. The Ministry of Commerce, in conjunction with relevant departments, should strengthen guidance and coordination, organize and carry out supervision and evaluation work, and ensure the implementation of various reform and opening up measures in the Work Plan.

5、 During the comprehensive promotion of the pilot period, some provisions of relevant administrative regulations, State Council documents, and departmental rules approved by the State Council will be temporarily adjusted and implemented, and the specific provisions will be separately issued by the State Council. The relevant departments of the State Council shall adjust the regulations and normative documents formulated by their respective departments in accordance with the Work Plan. The Beijing Municipal People's Government and the Ministry of Commerce should promptly seek guidance and report to the State Council on major issues in the pilot program.

Comprehensively promote the expansion and opening up of Beijing's service industry

Comprehensive Pilot Work Plan

Since the comprehensive pilot program for expanding the opening up of the service industry in Beijing was launched, efforts have been made to build a basic framework for expanding the opening up of the service industry that is in line with internationally accepted rules, in order to improve the development level of modern service industry and service trade, and overall achieve the expected results. In order to promote all-round opening-up and high-quality economic development, comprehensively promote the comprehensive pilot work of expanding the opening up of the service industry in Beijing from a new starting point, and better play the exemplary and leading role of the comprehensive pilot, this plan is formulated.

1、 Overall requirements

  Expand high-level opening up. Based on the strategic positioning of the capital city, benchmarking against international advanced rules, guided by the negative list system, coordinating internal and external opening-up, and striving to create a leading area for the development of a comprehensive and open modern service industry. Continuously improve the development system and mechanism of the service industry, continuously enhance the development momentum and international competitiveness of the service industry, and gradually build an open system of the service industry that is in line with international prevailing rules. Create a stable, fair, transparent, and predictable business environment, and form a new pattern of opening up the service industry with a more open market, more standardized systems, more effective supervision, and a better environment. Strive to achieve more replicable and promotable innovative achievements, and make contributions to promoting comprehensive opening-up.

2、 Main tasks

（1） Grasp the positioning of political center and further strengthen service guarantee capabilities.

We must prioritize ensuring political security and create a safe and excellent government environment. Improve the open economic security guarantee system, enhance security guarantee capabilities, and strengthen the industrial security guarantee mechanism. Serve the overall situation and make every effort to ensure the service guarantee of major national events. Adhere to efficient port supervision and strict national security, and build a strong defense line for port supervision. Effectively preventing and resolving major risks, strengthening the construction of financial risk monitoring and warning systems, improving regulatory systems, strengthening cross departmental, cross industry, and cross market information sharing and regulatory coordination, and strengthening regional and international regulatory cooperation. Implement the Beijing Big Data Action Plan, promote the interconnection and open sharing of relevant data between Beijing and central government agencies such as public security (entry and exit management), market supervision, customs, commerce, transportation, and financial supervision, promote the construction of smart cities, improve the comprehensive risk assessment and warning system for urban operation, serve the needs of national security work, comprehensively improve emergency response and precise governance capabilities, and efficiently ensure the security of national government activities.

（2） Based on the construction of cultural centers, enhance cultural soft power and international influence.

Promote the expansion of opening up of the cultural industry to the outside world. The measures for expanding the opening up of the cultural sector to foreign investment in the policy of the Free Trade Zone have been approved for pilot exploration. Select specific areas where the cultural and entertainment industry gathers, allow the establishment of foreign-owned performance brokerage agencies, and provide services nationwide. Adhere to the unity of expanding openness and strengthening supervision, firmly uphold the bottom line of safety, and strengthen supervision during and after the cultural market.

Promote international cultural exchange in multiple forms. Improve the international exchange and cooperation mechanism in the cultural field, expand channels, build cultural display and exchange platforms, support the construction of overseas Chinese cultural centers, and orderly introduce excellent foreign cultural achievements. Actively promote cultural exchanges with the "the Belt and Road" countries and deepen cultural exchanges with sister cities. Support cultural enterprises to establish joint venture publishing companies and art management institutions overseas. Organize brand cultural activities such as the "World Tour of Chinese Culture · Perception of Beijing", Beijing International Film Festival, Beijing International Book Festival, Beijing Excellent Film and Television Overseas Exhibition Season, Beijing International Design Week, and Beijing International Music Festival. Serve the Beijing World Horticultural Expo, open up green channels, and efficiently handle customs clearance procedures. Serving the Beijing Winter Olympics and Winter Paralympics, establishing a public bonded warehouse to provide efficient guarantee for the entry of event materials and equipment.

Vigorously develop cultural trade. Focus on developing cultural trade such as cultural information, creative design, games, and anime copyrights, promote the overall export of "culture+" supported by digital technology and led by high-end services, and actively build national cultural export bases, national foreign cultural trade bases (Beijing), and Chinese medicine cultural tourism demonstration bases. Vigorously develop cross-border cultural trade and build a public service platform for cultural trade. Support the construction of overseas cultural relics trading markets. Explore the establishment of a cultural development fund, explore innovation in cultural trade and financial services, and actively cultivate new cultural formats. Support the exploration and development of international trade in winter and outdoor equipment and equipment in the New Shougang High end Industrial Comprehensive Service Zone, and accelerate the construction of a sports industry demonstration zone that integrates professional sports competition, world fashion sports boutique experience, and high-end service industry. For editors, performers, marketers, and relevant professional teachers from vocational colleges (including technical colleges) engaged in cultural export business in state-owned cultural enterprises who go abroad on business, a clear and differentiated management will be implemented to promote international exchange and cooperation.

（3） Focusing on the construction of an international communication center, we will continuously optimize the software and hardware environment that serves international exchanges.

Strengthen the international hub function of air ports. Promote the expansion of aviation rights arrangements at Beijing air ports, and attract international airlines to open up round-trip or stopover routes. Fully implement electronic management of international transshipment business manifests. Implement intermodal transportation for international flight passengers and their luggage transitioning between "international domestic" and "international international" flights. Expand the scope of self-service customs clearance personnel, break through exit customs checkpoints, improve the customs clearance environment, and continuously consolidate and enhance the core capabilities of ports. Explore the establishment of a medical visa system in China.

Strengthen the supply of international professional services. Encourage professionals with professional qualifications in finance, construction, and other fields to come to Beijing for employment. Relax the application conditions for foreign investors to establish investment oriented companies, reduce the total assets of foreign investors to no less than 200 million US dollars in the year before the application, and cancel the requirement for the number of foreign-invested enterprises already established by foreign investors in China. Cancel the relevant qualification requirements for foreign-invested enterprises to obtain certification agency qualifications. Further explore ways and mechanisms for closer business cooperation between Chinese law firms and foreign law firms in Hong Kong, Macao, and Taiwan. In the pilot program of hiring foreign lawyers as foreign legal advisors by domestic law firms, appropriately reduce the qualification requirement for foreign lawyers participating in the pilot program to engage in the legal profession outside of China for no less than 3 years. Establish an international characteristic school that simultaneously admits foreign nationals and children of local residents.

Optimize international exhibition services. Organize the China (Beijing) International Service Trade Fair well, innovate the system and mechanism of organizing the fair, expand the scale of exhibitions, improve exhibition specifications, and enhance international influence. Actively apply for the annual conference and exhibition activities of international organizations to enhance the brand image and international influence of Beijing's exhibition industry. Simplify the quarantine approval process for international exhibits and exempt relevant exhibits from inspection (unless there are special regulations). According to the law, exhibition exhibits are allowed to be filed in advance, released through guarantee, and transferred to bonded supervision sites or special customs supervision areas for verification after the exhibition. Support the legal retention and purchase of vehicle exhibits, and provide convenience for display and transaction.

Serve the "the Belt and Road" construction and international economic and trade cooperation. Implement the three-year action plan of Beijing to promote the construction of the "the Belt and Road", continue to promote the construction of the "the Belt and Road" international incubation consortium, and jointly build science and technology innovation parks with countries along the line. Simplify the approval procedures for operating permits for opening relevant international routes. Explore a closer cooperation mechanism with Hong Kong and Macao to jointly develop markets along the "the Belt and Road". Build a "the Belt and Road" think tank, a legal service center, a commercial arbitration center, a responsible investment (ESG principle) management service center, and a national talent training base for the "the Belt and Road" in Beijing. Support enterprises with independent brands and intellectual property rights to explore the international market, strengthen international economic and trade cooperation, and create a network of global economic and trade cooperation service centers in Beijing.

（4） Assist in the construction of technology innovation centers and create an international first-class innovation and entrepreneurship ecosystem.

Efforts will be made to enhance the gathering capacity of global innovation resources. Expand the opening up of the telecommunications industry, establish comprehensive pilot demonstration zones and demonstration parks in Beijing's service industry, and lift restrictions on foreign investment in value-added telecommunications services such as storage and forwarding services, domestic multi-party communication services, and internet access services (limited to providing internet access services to users). Introduce policies and measures to encourage the development of research and development centers for multinational corporations, and accelerate the gathering of international research and development centers and high-end talents. Explore and optimize the guarantee services for scientific research institutions to access international academic cutting-edge websites based on scientific research needs. Innovate international scientific and technological cooperation mechanisms, accelerate the integration of service standards, market rules, laws and regulations, and other institutional norms with international standards, and integrate into the global innovation network at a deeper level. Support domestic enterprises to establish research and development institutions overseas, accelerate overseas intellectual property layout, participate in international standard research and development, and expand overseas markets.

Improve the facilitation level of import and export customs clearance. Support the establishment of a research and development platform for the biopharmaceutical industry, and provide relevant customs clearance convenience. For non mandatory R&D testing vehicles temporarily imported by eligible enterprises, the temporary import period is allowed to be extended to 2 years according to testing needs.

Support the transformation of scientific and technological achievements. Comprehensively strengthen the overall coordination and service platform construction of scientific and technological achievements transformation, establish a deep docking mechanism between relevant units in Beijing and universities and research institutes in Beijing, and do a good job in providing services for the landing of scientific and technological achievements in Beijing. Promote the implementation of policies such as cash incentives and personal income tax incentives for the conversion of scientific and technological achievements. Increase support for domestic registered enterprises applying for intellectual property rights abroad.

Expand financing channels. Actively promote a new model of combined pledge loans for intellectual property, equity, and related physical assets. Improve the operation of small and medium-sized enterprise development funds and the construction of public service platforms for small and medium-sized enterprises. Explore intellectual property securitization. Give full play to the guiding role of the Science and Technology Innovation Fund, actively promote cooperation between the government and social capital in the field of science and technology, encourage more resources from multiple sources to invest in basic research and strategic technology research and development, and promote deep integration of the innovation chain, industrial chain, and capital chain.

（5） Promote the coordinated development of Beijing Tianjin Hebei and build a new pattern of regional coordinated opening up.

Promote industrial synergy and opening up. Explore the cooperation model for attracting investment in the Beijing Tianjin Hebei industrial chain, and establish a risk warning information sharing mechanism for overseas investment cooperation. Pilot the medical device registrant system, allowing Beijing medical device registrants to entrust medical device production enterprises in the Beijing Tianjin Hebei region to produce medical devices, and promoting the development of the "registration+production" cross regional industrial chain. Support eligible banks to establish new bank branches in areas such as Beijing Daxing International Airport Airport Airport Economic Zone, Beijing Capital International Airport Airport Airport Economic Zone, and Beijing Urban Sub center in accordance with commercial principles. Establish a Beijing Tianjin Hebei intellectual property protection system, establish a rapid rights protection mechanism, and support professional intellectual property service institutions to cross establish points within the region. Deeply promote collaborative cooperation in various aspects such as enterprise credit information management and application.

Service guarantee for the construction and development of Xiong'an New Area in Hebei. Utilize the influence of the "Beijing Service" brand to promote the extension and transfer of Beijing's high-end service industry to Xiong'an New Area. Provide convenient port clearance for important materials and equipment required for the construction and development of Xiong'an New Area. Give full play to the advantages of the 144 hour transit visa free policy and support the expansion of opening up of Xiong'an New Area in international business, tourism, and other areas. Guide the application of scientific and technological achievements achieved in Beijing to urban construction and ecological environment governance in Xiong'an New Area, and promote the green development of Xiong'an New Area.

Strengthen the demonstration and leading role of the airport economic zone. By combining policy functional advantages, we can better leverage the two major opening engines of Beijing Capital International Airport Airport Airport Economic Zone and Beijing Daxing International Airport Airport Airport Economic Zone. Support the establishment of foreign-funded aircraft maintenance enterprises. Innovate the supervision mode of the entire vehicle import port at Beijing Capital International Airport. Support the application for the establishment of a comprehensive bonded zone according to procedures. Under the premise of ensuring effective supervision and controllable risks, we will carry out bonded maintenance and other businesses, and explore allowing enterprises outside the customs special supervision area with conditions to carry out "two in one" high value-added, high-tech, and pollution-free bonded maintenance business. Exploring the pilot transfer of "two end out" aviation equipment repair and subcontracting areas, and supporting aircraft maintenance enterprises to undertake overseas aviation equipment repair and subcontracting business. Support the construction of aviation equipment sharing platforms and create aviation equipment display and trading centers. Develop a bonded logistics model based on the logistics chain of headquarters based enterprise groups, and accelerate the pilot promotion of aviation equipment sharing bonded support projects. According to the needs, large-scale equipment financing leasing in special customs supervision areas shall be subject to customs remote entrusted supervision.

（6） Strengthen the integration of policies in Beijing's urban sub center, and create a pilot area for expanding the opening up of the service industry.

Focus on administrative office work. In terms of streamlining administration and delegating power, grant corresponding authority to the Beijing Urban Sub center and create a pilot demonstration area for streamlining administration and delegating power. Introduce domestic and foreign think tanks to settle in and create an international think tank and high-end talent gathering area. Explore various forms of attracting international and professional talents to work in Beijing's sub center.

Focus on culture and tourism. We will steadily promote measures to expand the opening up of cultural services and allow foreign-funded travel agencies established in Beijing to pilot the operation of outbound tourism services for Chinese citizens (excluding those traveling to Taiwan).

Focus on high-end business. Promote the Tongzhou Canal Business District to accelerate the relaxation of business service functions in the central urban area of Beijing and build an international modern business district. According to relevant regulations, institutions, key projects, and key talents who have made outstanding contributions will be commended.

Explore financial innovation. Refer to international standards and relevant regulations for the protection of chattel mortgage rights. Steadily promoting the convertibility of RMB capital accounts. Actively support the listing of key enterprises in the service industry that meet the conditions. Actively carry out green finance reform and innovation, explore the development of green finance tools, carry out transactions such as emission rights, water rights, and energy rights, support foreign investors to participate in green finance activities in accordance with the law and regulations, and support Beijing in building a global green finance and sustainable finance center. Explore derivative transactions such as futures and options that are conducive to the opening up of the service industry and the enhancement of industry chain value. Exploring the improvement of urban governance capabilities through the implementation of catastrophe insurance and the issuance of catastrophe bonds. Increase financial support for the construction of Beijing's urban sub center, and separately calculate the government bond amount of Beijing's urban sub center.

（7） Strengthen the function of the financial management center to serve the country's financial reform, opening up, and risk prevention.

Service foreign exchange management reform and innovation. Support multinational corporations to carry out centralized operation and management of foreign exchange funds. Support eligible financial companies, securities companies, and other financial institutions to obtain the qualification for foreign exchange settlement and sales business, and carry out foreign exchange spot and derivative transactions. Support eligible financial companies to carry out business such as buyer credit and extended industrial chain financial services.

Continuously optimize cross-border RMB business. Support foreign investors to make direct investments in RMB and participate in state-owned property transfer transactions of domestic enterprises in RMB. Support cross-border settlement of personal salaries, family support payments, and other RMB transactions.

Promote the deep integration of the financial industry into the international market. Support the establishment of RMB overseas investment and loan funds in Beijing. Support qualified institutions in Beijing to carry out overseas investment pilot projects with qualified domestic limited partners, allowing qualified institutions to raise RMB funds from qualified investors and invest the raised funds in overseas markets. Support eligible institutions to apply for business qualifications as Qualified Domestic Institutional Investors (QDII) and RMB Qualified Domestic Institutional Investors (RQDII). Expand the scope of qualified domestic institutional investor qualifications to investment management institutions initiated by domestic and foreign institutions in Beijing, including domestic securities companies, fund management companies, and futures companies. Support fund products that meet the conditions for mutual recognition to participate in mutual recognition between mainland and Hong Kong fund products. Encourage venture capital institutions, including internationally renowned investment institutions, to strengthen cooperation with financial institutions and explore new models of technology financial services.

Expand the opening up of the financial market to the outside world. Support eligible enterprises to list for financing in the national small and medium-sized enterprise share transfer system and overseas markets. Research supports eligible overseas natural persons to invest in companies listed in the national small and medium-sized enterprise share transfer system. Support the development of markets such as property rights trading and inter institutional private equity product trading, and support the participation of overseas qualified investors in market transactions. Support foreign corporate banks with a certain scale and stable operation in Beijing to apply for participation in open market transactions.

Deepen international cooperation in the field of financial innovation. Support the establishment of communication and cooperation platforms in the fields of financial technology and green finance, strengthen financial technology innovation under the premise of legal compliance, actively develop carbon trading and environmental equity financing, develop green financing tools, and support enterprises in issuing green bonds overseas. Support foreign investment in local asset management companies.

Promote trade and investment and financing facilitation. Allow foreign banks to participate in import and export customs clearance, tax payment, and tariff guarantee business. Promote the reform of enterprise credit guarantee, enterprise group financial company guarantee, and tariff guarantee insurance to reduce the financing costs of foreign trade enterprises. Pilot financing leasing of intangible assets such as copyright, patent, and trademark rights.

Build a multi-point support and fully functional financial open space pattern. Xicheng District focuses on strengthening national financial management and service functions, focusing on RMB internationalization, financial technology, risk management, and financial supervision, and actively undertaking the task of national financial reform and opening up; Strengthen the construction of bond related infrastructure within the framework of overall supervision and construction planning of financial infrastructure; Building a national level financial technology demonstration zone; Exploring the regulatory "sandbox mechanism" under the premise of legal compliance, promoting financial development, and preventing financial risks. Haidian District focuses on strengthening the function of the National Science and Technology Financial Innovation Center, vigorously developing angel investment, entrepreneurial investment, and equity investment, and promoting the implementation of convenient policies for Zhongguancun capital projects. Dongcheng District and Chaoyang District are striving to create a cutting-edge area for international financial opening up, increasing the attractiveness of foreign-funded financial institutions, and promoting the achievement of financial industry opening up to be the first to be implemented. Dongcheng District is taking the lead in innovating cultural and financial policies by creating a national cultural and financial cooperation demonstration zone. Fengtai Lize Financial Business District focuses on creating an emerging financial functional area, focusing on building professional markets, developing professional financial institutions, and providing professional financial services. Shijingshan District is accelerating the construction of a national level financial industry demonstration zone with the Beijing Insurance Industrial Park as its core. Fangshan District uses financial security towns and fund towns as carriers to create an attractive and distinctive financial gathering area. Shunyi District focuses on developing industrial finance and offshore finance on the platform of the Capital Industrial Finance Center.

（8） Improve the quality of life service industry and serve the construction of an international first-class harmonious and livable city.

Optimize service supply. Guide various types of capital to enter fields such as culture and tourism. Implement registration management for imported non special purpose cosmetics. Actively develop trade in traditional Chinese medicine services, with a focus on traditional Chinese medicine health care, and cultivate a new business model that integrates rehabilitation, fitness, health preservation, and leisure tourism. We will also take the lead in including pre disease treatment services in medical institutions into fee items and determining fee standards. Relax the admission of private and non enterprise units for foreign funded non-profit elderly care institutions.

Develop new formats and models. Accelerate the development of cross-border e-commerce comprehensive pilot zones, support the development of cross-border e-commerce bonded stocking business, and implement pilot policies for online bonded imports (regulatory method code 1210). On the premise of complying with current regulations, explore the import of some pharmaceutical products through cross-border e-commerce models. Research and improve tax policies for duty-free stores in the city. Innovate regulatory models for new formats such as unmanned supermarkets (convenience stores). Explore and develop the "Internet plus+medical health" service model. Actively developing the sharing economy and attracting sharing economy headquarters enterprises to develop in Beijing.

（9） Benchmark international advanced rules and create a first-class business environment.

Fully implement the management system of pre admission national treatment and negative list. Support Beijing to take the lead in testing the negative list of foreign investment access in the pilot free trade zone, explore further relaxing foreign investment access in the service industry, and enhance the carrying capacity of opening up to the outside world. Improve the management service mechanism for foreign-invested enterprises, optimize the registration procedures for the establishment of foreign-invested enterprises, and innovate the landing mechanism for foreign-funded projects. Establish and improve an in process and post supervision system that is compatible with the negative list management method.

Promote the facilitation and standardization of overseas investment. Introduce overseas investment management measures, improve the "one port acceptance" platform function for filing non-financial overseas investment enterprises (projects), and optimize the overall supervision mechanism of overseas investment. Actively promote the overseas investment management approach of "encouraging development+negative list". To open up a "green channel" for overseas investment that conforms to the national policy direction, and promote the facilitation of genuine and compliant overseas investment. Explore the establishment of overseas investment cooperation enterprise service centers and improve service guarantee mechanisms.

Enhance the level of cross-border trade facilitation. Further expand the "single window" function of China (Beijing) international trade, covering areas such as processing trade bonded, cross-border e-commerce, and service trade. Explore and improve the market access system for service trade under modes such as cross-border delivery, overseas consumption, and natural person mobility, and study further relaxing or lifting restrictive measures. Improve the facilitation level of temporary import of goods related to service trade, explore and expand the scope of application of the temporary import goods document system, and extend the validity period of the document book. Introduce policies to support emerging service exports, key service imports, and other service trade represented by high-end offshore service outsourcing. Explore and improve the service trade statistical system, and implement the statistical monitoring system. Promote the paperless management of customs declaration authorization letters and other related processes, and promote the electronic management of certificate certificates in the trade field. Standardize and simplify the process of handling import and export licenses. Further promote customs pre ruling and enhance the predictability of results. Strengthen comprehensive law enforcement and carry out one-time joint inspections across departments.

Comprehensively optimize and improve government services. Support reform measures in areas such as government services in Beijing. Implement the three-year action plan for further optimizing the business environment in Beijing, and focus on building the "four demonstration projects" of Beijing efficiency, Beijing services, Beijing standards, and Beijing integrity in the business environment. Deepen the reform of the commercial system, deepen the reform of "integrating multiple certificates" and "separating certificates and licenses". In the field of enterprise registration, we will innovate the "e registration" application model, promote the full process electronic application method, comprehensively promote the application of electronic business licenses, and significantly improve the efficiency of starting enterprises. Explore the simplification of enterprise change registration procedures, based on the credit commitment system, and further streamline the procedural documents for determining civil legal relationships in change registration. Explore further optimizing the simple deregistration process, expanding its scope of application, compressing announcement time, establishing a fault-tolerant mechanism, relying on an integrated government service platform, and exploring the establishment of an online service zone for enterprise deregistration. Support the overseas layout of corporate trademarks, strengthen the protection of trademark rights overseas, and gradually form a new international competitive advantage centered on trademark brands. Exploring the establishment of a mechanism for evaluating government integrity and increasing efforts to address government dishonesty. Strengthen the integration of policies for expanding openness in the service industry, build a database of key field enterprises, establish a list of policy measures, accelerate the construction of the second phase of the "Open Beijing" public information service platform, and create a demonstration system for expanding openness.

Optimize the talent development environment. Qualified service industry enterprises that hire "high-quality, elite, and scarce" foreign talents can enjoy convenient measures such as work permits, talent visas, and social security, as well as "green channel" services for foreign talents (Class A) after being recognized by the foreign talent regulatory department. Support the establishment of foreign-funded human resources service institutions in the Zhongguancun area. Promote foreign talents holding permanent residence identity cards to enjoy national treatment in establishing technology-based enterprises. Implement the "Several Measures for Deepening the Reform of Talent Management in Zhongguancun and Constructing an Internationally Competitive Talent Introduction and Employment Mechanism", and appropriately expand the scope of application, expanding the reform measures for the entry and exit management of foreign talents in the comprehensive pilot demonstration zone for expanding the opening of the service industry to the whole city of Beijing. Promote the socialized application of foreign permanent residence documents in Beijing. Encourage employers to establish enterprise annuities for high-level foreign talents in accordance with regulations. Foreign talents are allowed to choose to withdraw the social security funds paid in Beijing and terminate their social insurance relationship according to regulations when they return to China after their employment ends, or to retain their social insurance relationship and accumulate them when they come back to China for employment. Accelerate the construction of international talent communities in areas such as Chaoyang Wangjing, Zhongguancun Street, Future Science City, and New Shougang High end Industrial Comprehensive Service Area, provide high-quality and international supporting services such as education, medical care, housing, cultural and leisure activities, create a one-stop comprehensive service platform, and implement a new model of handling personal matters with one window and one certificate issuance. We will steadily and orderly carry out overseas training for public officials in related fields such as expanding the opening up of the service industry. Strengthen the construction of think tanks and build a think tank force with an international perspective and strategic awareness.

Cultivate a fair and transparent legal environment. Strengthen the implementation of competition policies, strengthen fair competition review, increase enforcement efforts against monopoly and unfair competition, break administrative monopolies, prevent market monopolies, and eliminate various regulations and practices that hinder unified markets and fair competition. Establish and improve the complaint mechanism for foreign-invested enterprises, and protect the legitimate rights and interests of foreign investment. Carry out patent pre examination services for key industries, and achieve rapid patent examination and confirmation. Open a green channel for online priority patent examination to improve the efficiency of patent examination. Explore intellectual property pledge financing guarantee insurance. Increase the punishment for intellectual property infringement and illegal activities, improve the diversified resolution mechanism for intellectual property disputes, and promote the rapid protection of rights. Fully leverage the role of intellectual property courts, improve the judicial protection system for intellectual property, and increase the cost of intellectual property infringement. Relying on the national credit information sharing platform, we will improve the information resource integration and sharing mechanism of the Beijing public credit information service platform, strengthen the application of the national enterprise credit information disclosure system, and build a credit supervision system centered on credit commitment, joint rewards and punishments, and information disclosure.

3、 Organizational implementation

Under the leadership of the State Council, the Beijing Municipal People's Government has carefully organized and implemented various measures in accordance with the goals and tasks, and solidly promoted the implementation of this plan. The State Council's Reply on the Overall Plan for Expanding the Opening of the Service Industry in Beijing (Guo Han [2015] No. 81) and the State Council's Reply on Deepening Reform and Promoting the Comprehensive Pilot Work Plan for Expanding the Opening of the Service Industry in Beijing (Guo Han [2017] No. 86) will continue to be implemented, and in case of any inconsistency with the provisions of this plan, the provisions of this plan will be implemented.

The relevant departments of the State Council, in accordance with their respective responsibilities, strengthen coordination and guidance, actively provide support, and form a joint force to promote open development. The Ministry of Commerce and the Beijing Municipal People's Government should jointly carry out the tracking, supervision, and experience summary of pilot tasks, ensure the implementation of various measures, and timely promote successful experiences. New situations and problems that arise in the pilot project should be promptly sorted and studied, and optimization measures should be continuously adjusted. Major issues should be promptly reported to the State Council for instructions.
